Republic of Korea - Final Regulatory Action
Thallium nitrate CAS number:
10102-45-1
Date circular:
12/12/2004

Chemical name: Nitric acid, thallium(1+) salt

Final regulatory action has been taken for the category: Industrial

Final regulatory action: The chemical is Banned

Use or uses prohibited by the final regulatory action:

Thallium nitrate and mixtures containing 1% or more of thallium nitrate are banned for manufacture, import and use as an industrial chemical. No remaining uses are allowed, except for the use mentioned below.

Use or uses that remain allowed:

Use of the chemical for research or laboratory purposes is allowed.

The final regulatory action was based on a risk or hazard evaluation: Yes

Summary of the final regulatory action:

Thallium nitrate and mixtures containing 1% or more of thallium nitrate are banned for manufacture, import and use as an industrial chemical. No remaining uses are allowed.

The reasons for the final regulatory action were relevant to: Human health and environment

Summary of known hazards and risks to human health:

Thallium nitrate has acute toxic effects on humans. Studies in rats and mice have documented placental transfer of these agents with deposition of thallium in placenta and foetal organs. Thallium nitrate salts were teratogenic in chicks, resulting in impaired growth and chondrodystrophy, particularly of the long bones, leading to micromelia. It is expected that the regulatory action will significantly reduce the potential risk to workers and others involved.

Expected effect of the final regulatory action in relation to human health:

It is expected that the regulatory action will significantly reduce the potential risk of those toxic effect to workers and others dealing with the chemical

Summary of known hazards and risks to the environment:

Thallium nitrate has high acute toxicity in aquatic organisms

Expected effect of the final regulatory action in relation to the environment:

It is expected that the regulatory action will significantly reduce the risk of those toxic effects to aquatic organisms.

Date of entry into force of the final regulatory action: 13/11/2003

Thallium nitrate and its mixtures were banned for manufacture, use and import by MOE's Public Notice no 1991-44 (9 Aug 1991). the Notice was amended several times and final amended notice took into force on 13 November 2003.
